Perpetual Joburg Water Leaks at #.1 Vesting Street

Perpetual Joburg Water Leaks at #.1 Vesting Street, has become an unreasonable request to fathom. As if we are asking for attention to fix this problem, is like asking from Jesus Christ to give us manna from heaven.

Reporting water leaks to Joburg Water is like trying to “pull a tooth out of a fairy”. It is a very unpleasant bad experience to make that call. Rather when problems are logged and reported via the (011) 375-5555, and a reference number is given. It is as if they want to avoid you by issuing this reference number, so that you can go away. Apparently, you’ll never hear from anyone again until you become insane.

Long awaited calls and a reference number take time to happen timeously. Yet, follow up of repairs take months if not years on end. The issues on these pictures were reported in April, 2021 and only now, attended to after several calls and complaints were lodged.

Repairs Follow up:

On the 26th June at about 11:00 a.m. a truck stopped by at the leaking pipe. Two African women wearing uniforms pulled out two spades to close a leaking hole with soil and mud. It took them less than 10 minutes and drove away. By the way four days earlier a truck with two male workers stopped. These guys did not fix the leaking pipe, instead they piled more ground soil, to stop the leaks from dripping down the road. As I write this report now the problem is still not resolved yet! Today is the 2/07/2022.

Local authorities and a majority of municipalities are paid hefty salaries, yet the signature they leave behind, after the work is done has a lot to be desired. The question is, how proud are they to be called employees of a "World Class City" i.e., Johannesburg the City of Gold?

These municipality employees have the audacity to think they are doing BLACK RESIDENTS, in suburbs a favour to do what they’re paid to fix. Not only are they arrogant and disrespectful. They’re complete idiots and unqualified beneficiaries of nepotism if not self-righteous and untouchables. Their borrowed broken self-esteem and upbringing got the best of their attitudes, to think they’re holy-cows of the ruling political party – i.e., the ANC

How Long Should Poor Service Delivery Be Tolerated?

It takes brave people and citizens to raise their voices and begin to challenge those in power to corrupt accountability systems. Our freedom as a nation cannot rest on its laurels just because they are members of the ruling party.

 

Our democracy was a common license shared to give hope to the lives of all citizens who leave in it. To delivered a better service by all government institutions whose morality and principles are guided and promoted by our constitution. Instead, public servants like you seem to have forgotten who pays their salaries. Let me remind those with chick and tongue that our rates and taxes is what pays their salaries and fringe benefits.

Our Rights as Residents & Citizens Have Been Taken for Granted.

It is time that residents make a move to take the municipality and its workers to account. The only and perhaps best way to go about this process, is to keep recording and documenting these service delivery problems on paper in order to prepare legal action against these workers and their superiors.

The city should keep and maintain services on a monthly basis, not when they’re broken. Without us as ratepayers, the City of Joburg would never be able to receive money from the treasury.

Residents To Report Issues Affecting Joburg Water Poor Service Delivery

Residents of Naturena have the opportunity to take matters affecting poor services delivery by the city, seriously. It is through reporting and documenting or penning down these complaints, that legal action can be taken against employees, managers and the Joburg Water. These suggestions will become an effective long-term alternative to deal with unprecedented power struggles within political parties, and poor service deliver issues.

By following this process diligently and strategically, there will come a time to act on these matters rendered by this department and its employees. When everything else fails and services have completely collapsed, residents can begin to institute legal action against those responsible for failing to remedy the situation. The management of Joburg Water including the board are not immune from being responsible for ignoring our plea.

This is only viable through a residents’ forum. However, this is just a tip in the iceberg. Naturena is part of Region (G) but incorporates Ward 119. It includes other suburbs and townships like Bushkoppies, Old Naturena and Naturena extensions 11, 13, 15, 19 and 26. It covers Olifantsvlei squatters, Devland, (Siyaya) and Freedom Park.

The Magnitude of Complaints Will Multiply

Imagine the magnitude of these issues compounding to a massive problem, that could go totally wrong. - If all resident were to each claim compensation for property devaluation of their fixed assets and sundries. (So will the liability of Joburg Water in settling the Debt).

This is the route we plan to utilize in engaging all our NHOP-Forum members to begin documenting their complaints in these areas. We know there is foul play amongst your staff members not to do the right thing by executing their duties diligently to honour their KPI. Therefore, sooner or later everyone responsible will pay the ultimate price.

This Is What We Should Do to Kick-Start the Process

2.    Write down the problem and share it on social media to make the public aware of your issues. Always keep a record of your reports.

3.    Social Media is also very important to make known these issues to residents before taking the matter to the street and burning tyres. Don’t destroy the infrastructure please be matured and considerate to the environment.

4.    The purpose of these records is to give ourselves time and the municipality the opportunity to address them within specific timeframes to expect responses.

5.    Failure by the municipality to respond timeously in addressing our problems, residents can then begin a legal action procedure against the city and its respective complacent employee.

6.    Finally, it would be important to ultimately compile a petition for all residents to sign and submit a copy to NHOP Forum's attorneys to action our concerns.

A Petitions Will Always Come in Handy If Residents Take Part

The city and its employees should be held accountable to the people if they fail to comply with our requests. This way we can help them improve service delivery, to cooperate with those willing to listen to us. As Naturena Homeowners’ Property – Forum we are that voice of reason and willing to make right was is wrong.

 

It is imperative that we keep the pressure on, so that when they lose a legal battle against our complaints, signatory residents in the petition can financially benefit from proceeds of this legal process.

 

Sign A Petitions for Residents to Take the City to Court

It is time that communities in every part of South Africa form themselves into respectable professional Township Forums. (CRAMPS can assist with this).

Naturena Homeowners Property Forum does not possess any evil intentions to abuse the power of our members, nor do we take for granted our members needs to get the best from our municipality.

The purpose of the petition is to make known our collective intentions and to notify powers that be, to act appropriately in our hour of need. We are doing this as a “Social Responsibility Project” to assist all parties involved in reaching amicable and creative solutions to problems solving.

We want the city to talk to us and involve us in matters affecting our communities. We have invested in the Naturena Website as the most powerful integration method to professionally initiate a reliable dialogue with various stakeholders of the city.

1.    The petition will allow us to document every other issue affecting poor service delivery matters. From potholes, to leaking water pipes to power outages etc.  

2.    Once a petition has been signed and enough evidence collected to justify a legal action against the city, then legal action can begin to take effect.

3.    This is the only way to improve our communication approach with the city to fight corruption within our local municipalities.

4.    This means not only can employees of the city become liable for violation of citizens’ rights.

5.    It will be an honest alternative means to sue and get paid for their error of judgment in placing wrong people in positions of power and authority to promote nepotism.

Falling Into the Hole Created by City Employees An Unacceptable Crime to Citizens

A Soweto boy became a victim of an unmanned manhole and this child fell into it and was found dead in the sewage three days ago. How long should residents put up with these grievous and careless behaviour of municipalities employees?  Where was the supervisor when this took place? Why didn’t anyone take the time or make an effort to close the hole?

None of these employees showed any remorse in doing a bad job. It’s a sign of poor maintenance to our road’s infrastructure. By the time these municipalities learn a good lessons in tough love, from residents affected by such incidences. It   will be time for residents to pocket some cash into their bank accounts. Turn municipality inability to deliver and their imbecility into a ATM cash machines.

We must use the law to our community’s advantage. Residents must learn to work together by pulling strings of cooperation toward a single direction to get attention from these institutions. Working as a team is better than working alone. That is why we have a Naturena Homeowners’ Property Forum.

Our next vision is to network and collaborate with Region (G) Ward 54 residents. We already are talking to interested residents who are keen to work with us in the formation of their own forum.

We have invested in the building of their website to show cooperation in the mobilization of our communities in order to bring order to chaos. Technology and community challenges require a new paradigm shift to deal with complex issues affecting neighborhoods.

The City of Joburg, needs to work and cooperate with us, Naturena Homeowners Property Forum if they want to influence a long-term positive change in building a healthy relationship with our communities. 

 

Resources To Position Ourselves into The Future (Improve SMME Growth)

1.    We have invested money and talent into building a new website for Ward 54. This Ward 54 is very vast and has the potential to also experience problems that Ward 119 are facing today.

2.    Sharing community news and views from our podcast platforms will include, setting up Google Play, Spotify, RadioPublic, Breakers, CastBox and Amazon Audible to boost and open communication lines between councilors and the residents respectively.

3.    We want to include the City of Johannesburg to come on board and realize that as outsiders, our contribution in solving residents’ problems can go a long way in forming partnership together.

4.    We have also invited BTG local small businesses forum to rope in local business with free online magazine and newspaper advertising.

5.    This project is the brainchild of Mr. Isaac Khonjelwayo to work with City Parks to save our trees from illegal unprofessional street advertising.

6.    We have established mechanisms and made provision to cater and allow all local enterprises go online via our social media groups, info portals and websites

Poor Street Maintenance Reduces Property Values Drastically

Poor street maintenance by the City of Joburg, its employees and Government structures have ineffective supervisory loopholes that has reduced values of our properties. Every corner you turn, has either a pothole or leaking water pipes underground. Vesting street is no exception and has been badly and negatively affected. Our property values have declined by 39.5% in the last 10 years, because of this. Our neighbourhood streets have become replicas of Nigerian streets.

The same applies to any township or suburb that suffers a similar fate as Naturena. When property values decline, it is difficult to sell at a profitable price and move on to other better areas or places of preference.

CRAMPS objectives are something to think entertain, especially where communities are lacking in service delivery that has been tampered with by corruption and nepotism.

Justice must be seen to prevail where there is abuse of power by local authorities and their employees. This idea is long overdue and needs to be supported by those residents and communities who have been unjustly illtreated by the ANC Government. We believe the ANC has lost control and that The Zondo Commission regarding corruption has compromised South Africa’s position to attract investments. Let alone any potential and possible job creation prospects for our youth.

Citizens of S.A. Metros are GatVol with Poor Service Delivery

City Power is one, other culprit of a bad department that has failed to live up to the expectation of the residents. To reiterate from the issue of Joburg Water for a while. Since the beginning of May 2022, residents of Naturena had more than 10+ electricity interruptions.

These outages have had delayed repair intervals of up to 1 to 3 days on end. No warnings were ever forthcoming from authorities. Lights would simply shut-off unexpectedly even without an apology from City Power management.

 

This has affected the supply of water; because water supply is pumped and powered by electricity. As a result, residents decided to block the affected streets to protest and to express their dissatisfaction. Small home-based businesses are closing down due to this problem.

 

We have older people and patients in Naturena who use breathing equipment that uses electricity. Electricity outages have affected families of our communities.

The Best Way to Win Our Rights is To Become United
Protest & March Are the Best Language Authorities Can Relate to.

City Power cable theft and constant power outages is killing small businesses and our economy badly. Residents of Naturena decided to block two entrances from Freedom Park and Malta to stop both taxi operators and motorists from going in or out. School children and private cars were unable to travel to work or desired destinations. (How does all this impact on the economy and jobs?)

Constant electricity interruptions do not only affect jobs, schools, universities and factories and the retail industries, it literally affects all industries. It also exacerbates job losses. South Africa cannot afford job loses to curb or sustain job creation programs. It is inhumane to imagine that after 28 years of democracy, we are still grappling with petty issues of infrastructure maintenance instead of building new industries

At what point are these problems going to come to an end? 90% of South Africans want to live a normal happy life. No one wants to cause trouble unless you violate their privacy, rights and spaces. So, is Government and its employees. They should “Do Unto Others What They Want Them to Do Unto Them”. 


 

How Does One Work with Their Hands in Their Pocket?

Most of these service delivery issues have long been reported. Vesting Street to date has not been attended to in the correctly manner to warrant our silence. Although, two weeks ago from the date of this report; efforts by residents to email authorities about this complaint, were only addressed after 13 months of soul searching i.e., from April, 2021 until now June 2022.

Residents held a meeting with the ward councilor of this area to try and address various issues affecting Naturena. To date few if any proactive decisions were reached to repair even Joburg Water Leaking Streets. An attempt to successfully and professionally do anything in this place is practically impossible. Human beings are very unreliable and undependable. AI will become our reality.

How Much Is the City Prepared to Pay Before Another Human Life is Lost

I cannot over emphasize this point enough, because it is in the interest of Joburg Water to make sure there are no holes left opened. Unrepaired leaking holes has become a danger zone of disaster waiting to happen.

Where human life can be lost. How much does it cost these departments to drive around 50 times a day everyday aimlessly chasing their own tails?  It is expensive to continue sending one contractor after another to repeat a failed assignment. It’s common sense that you rectify it and sign-it-off to your superior by ensuring the case is closed and logged-off as done and dusted, first time.

The question is, did they seal the broken water pipe? And did the supervisor conduct quality assurance? Was this done according to the book? Perhaps the supervisor, is also not qualified to be in the position they’re holding. Why not replace him or the contractor with a competent person if this is not the case?

Contractors are raking millions of rands by logging falls calls the City of Joburg cannot account for. Poor workmanship is not an excuse to blame Apartheid and lack of skills in service delivery! Is this how our democracy and liberation was fought to create problems which we cannot solve?

Take Action or Expect Feces at Your Office Door One Day

A humble request to Joburg Water and it’s respective allies, management and the board of directors. This is a genuine plea from Naturena Homeowners’ Property Forum – Please Stop Filling #.1 Vesting Street, Leaking Pipe with Soil.  Can you kindly send someone with a Plumbing Qualification Certificate to Fix the leaking pipe?

Your workers must repair the leaking pipe to stop wasting water resources, petrol and driving around as if they’re lost – or don’t know what they’re looking for.

·        It costs the city money and loses to drive around aimlessly at the expense of poor planning and implementation of duties.

·        This money could be used wisely elsewhere to create jobs for our youth in South Africa. After all, we pay rates and taxes.

·        Do not test the patients of residents and expect to get away with it.

·        Naturena residents are cable like any township that can create chaos where it is unnecessary.

·        Residents can dump feces at your offices if these matters go permanently unresolved. Ask Tokyo Segwale when he was a Premier of Gauteng!

An email to address this problem was sent to Joburg Water as a matter of urgency, ‘til today this repair has not been fixed. We have a video to prove that, the water leak is still dripping today. Nothing was done to repair the pipe except that, employees of Joburg Water kept on piling soil over and over again.

This is not only annoying and unprofessional. It is damn frustrating that we drive around this street neighbourhood ducking and swaying about pavements to avoid falling into the ditch. Motorists have incurred repair expenses to fix damages to their vehicle’s front suspension incidents. Someone someday will have to pay for this careless mistake. 

Author’s Final Advice to Those Responsible at COJ and Joburg Water

Municipalities should be run like a business. Managers together with their employees must understand principles of accounting and systems management and delivery mechanisms to be effective, profitable and skillfully productive.

Everyone working in the municipality should have an exceptional skill and creative thinking ability that adds value to the overall big picture of operations. To generate profit and maintain the infrastructure to every suburb, is not a child’s play nor is it a game. It is not comparable to the Soweto derby a match between Orlando Pirate and Kaizer Chiefs. Please fellows let’s be reasonable and effective!

SO, A BUSINESS i.e., “MUNICIPALITY” WITHOUT SKILLS, COMMITMENT AND ACCOUNTABILITY - IT'S LIKE HIRING A BLIND MAN TO DRIVE A CAR THAT WON'T REACH ITS DESTINATION SAFE AND SOUND, BECAUSE THE DRIVER IS BLIND AND CARES LESS.

 About Our 1994 Democracy & Our Human Rights Victory & Privileges

It is about fixing our broken past and correcting the moral barometer and conscience of the nation since 1994. To correct and rectify errors created by past bad leaders and managers who failed to lead by example.

A government that was running a country and its institutions of power by treating citizens/residents like baboons, instead of human beings and people who contribute to the economy.

Ø  Instead, our democracy should be about rebuilding a country; equally to be enjoyed by all races and people who put their blood, sweat and tears into making it livable.

Ø  To flourish and to benefit anyone who adds value to its economic growth, prosperity and human capital development plans in a responsible way.

Ø  It should be remembered for its rise from despair during and before 1994, where our aspirations and the soul of our nation was unified to conquer the evils of Apartheid.

Ø  It should be about our capabilities as credible business people and employees of government, contractors, who can deliver exceptional quality services without political meddling, greed and selfishness.

Ø  To help those who deserve better. If not, offer unconditional support without exploitation or prejudice but to level the playing fields.

Ø  It should be about recognizing and expressing our equalities and profound creative God given talents and abilities.

Ø  To serve and follow our voice of reason with intuition to do the right thing first time - while recognize the right of every citizen to be happy and free.

Ø  To indiscriminately empower our clients, and communities through expertise we all fought to enjoy within this democracy.

Ø  To raise the bar of our spiritual consciousness; in the realization of what skills, we bring and possess in our country to serve them like royalty.

Ø  It is about being proud to be a human being again, and not a dog or a mosquito. To behave like a responsible employee who cares to lead by example.

To live and "Let Live" in keeping a smile of hope on faces of those who are more deserving to our attention, experience, knowledge and offerings. Brighten the trials and tribulations of broken spirits. Of individual's and people who are struggling to find their feet in prosperity and happy-homes. So that; they too can glow like stars they were born to become.

My Contribution to The Political Liberation Was Not a Game

This is what my aspirations and contribution to the struggle against Apartheid was about. My contribution was never to go in vain inside the walls of this time capsule 2022. It is an untold story of unsung heroes. We carved a path for all South Africans to walk and cross the Rubicon.

Through the maze of time, we held the flame of hope to usher the crowning of this democracy as refugees. Like invisible sons and daughters of thunder in the background, we brought rain when sunshine was off limits.

The battle we’ve fought vigorously in the dark, to restore the dignity for all races to see dawn of light. Yet, every glorious soul after 1994 benefited to cherish and worship this freedom. Including, benefiting law breakers and pedophiles we revere today as citizens of a free country.

Conclusion

Don’t Do unto Others - What You Don't Want Them to Do unto You"

Poor planning by municipalities is not only the cause of poor service delivery. Education, experience, knowledge, commitment and constant training, coaching and hand-holding is lacking or none existent. It is paramount that implementation processes and quality control procedures are put in place. To guarantee and monitor delivery before signing any task off to render it as complete. Motivation and the will to work has become an unimportant attitude to assume everything is ok.

There's no passion for excellence to embrace a "Wow" work-ethic factor in the workmanship delivered by these workers or contractors. Whereas, with proper and professional mentorship and training - they could be producing better results to the eventual execution of successful tasks all the time.

My impression is that these blokes are lazy, uncaring and completely off the mark. When it comes to deliberating their duties in respect to their work-ethic. Their attitude is very poor and wanting. Perhaps the word itself does not exist in the vocabulary of their psych from a bleak perception of their upbringing to say the least.

Government employees and their bosses should stop chasing material obsessions to accumulate riches and short-cuts at the expense of poor quality and service excellence, in serving our people.

I hope they all sleep well at night because I'm not satisfied with what they've done. So far, I’m disappointed and disgusted by their representation of my race as a Black African person. This new free South Africa, that is slowly collapsing and on the brink of a dark State Capture doomsday cloud is not what I envisaged as a political activist in the 70’s. It defeats my purpose of the political struggle I fought for.

So far, the work done by Joburg Water and its team of supervisors are less impressive to deserve any thumbs up from these observations.  

Until someone from your office can prove me wrong; through your practical efforts to act decisively, in addressing Naturena issues satisfactorily, I’ll remain skeptical. I’ll be critical and negative to your operational activities and engagements. Working within our communities, is going to be a dilemma to convince us otherwise.

I am questioning your purpose and loyalty to service delivery for being a government institution. Your department, employees and municipalities subsidiaries; whose sole purpose is to make a difference in the lives of our people is not showing any signs of improvement.

You should be morally committed to serve our ailing nation, with pride and dignity. Instead, you’re becoming an extension of a liability to the current state capture controversy. The performance of your divisions has plugged our province into disarray.  I look forward to your response and will publish your reaction in my next journal and podcast show.

The one thing terrible about this saga is that it will go down in history as a negative reflection of the impressions you've created through your attitudes and inconsiderate mindset. “Ignorance is not always bliss” I think everyone knows why your municipality is not performing and holding our residents at ransom.

It will be a document that will be kept in Google records and the Internet and on the archives of "TIME". Social media frenzy will remind us of how irresponsible and undependable you all are to communities you serve. Your image will become the next buzz word in trying to eliminate corruption from the minds of our people.

This will be remembered in our history books long after our souls have departed from this world. Our pain and your political misconduct and abuse of power, resources and lack of responsibility to own up and honour your duties, is not only a milestone of your bad track record our children and grandchildren will know about.

It will be part of the history you'll leave behind as an unpleasant legacy that is built on quick sand. Only to collapse not far from memories of residents who suffered the fate of your poor incomprehension to know your true purpose in life.

This will be felt as a painful poor services delivery scar, left on the lives and emotional faces of honest hard-working homeowners. These homeowners will become casualties of a bad busine$$ value system you negatively impacted on.

How will you explain why you failed to apply the law of "live-and-let-live" to account for the air you breathe by playing fowl with taxpayers money?

Remember every morning when you wake up your air is replenished, to be depleted when your time expires; therefore there’s no need to celebrate any special victory as a a political "cadre-deployee" if you cannot recoup or sustain your self-made temporary delusional existence. Would you?
